Position Held

  1. At the early age, joined the Indian National Congress. Has been taken active part in all the activities and programmes of the Congress party at. all levels since more than two decades.
  2. Was  elected as the Secretary of the Mysore District Youth Congress Committee during 1959-60.
    Served as President of the Mandal and Block Congress Committees in Mysore City and also Member of the Mysore (City District) Congress Executive Committee.
  3. Served as President of the Mysore Rural District Congress Committee, Member of the Mysore Pradesh Congress Member A.I.C.C.
  4. Served as Convener of the Mysore Pradesh Congress Committee SC and ST Cell.
    During 1970, was elected as Member of the Karnataka Legislative Council on Congress ticket from the Assembly Constituency.
  5. Elected as Leader of Opposition in the Karnataka Legislative Council during 1972. It was for the first time that an young man belonging to Scheduled Caste Community was elected to this unique office in the history of the legislatures of the Country.
  6. Elected as the Deputy Chairman of the Karnataka Legislative Council from 1972- 76 and also functioned as the Acting Chairman of the Legislative Council for some period and earned a good name for his efficient performance in this coveted office.
  7. Re-elected to the Legislative Council on Congress ticket during 1976 from the Assembly Constituency.Again elected to Karnataka Legislative Council for the third time as Member of Legislative Council from the Assembly Constituency Legislative Council during 1982-83.
  8. Was elected as Leader of the Congress (I) Party in Karnataka Legislative Council and was duly recognised as Leader of the Opposition in the Legislative Council and this is the first time in the Parliamentary democracy that a Scheduled Caste person in functioning as Leader of Opposition in the entire Country.
  9. Served as General Secretary of the Karnataka Pradesh Congress Committee (I) at the time of the prestigious Lok Sabha bye-election from Chikkamagalur Parliamentary Constituency during 1978, which was contested and won by Smt. Indira Gandhi former Prime Minister of India.
  10. Was appointed by the State Government as Chairman of the Legislators Committee to study the problems of the Bangalore City Slums in order to take appropriate welfare measure on this vital human problem.
  11. Served as Chairman of the Committee on Privileges of the Karnataka Legislative Council (Second time). Member of the Rules Committee of the Karnataka Legislative Council (Second time).
    Member, Implementation Committee of 20-point Economic Programme in the State constituted by A.I.C.C.
  12. Serving as Vice-Chairman of SC and ST Legislators Forum. Participated in a good number of National and International Seminars/ Conferences.
  13. Served as Member of Board of Visitors of K. R. Hospital, P. K. Sanitorium and Govt. College of Indian Medicine, Mysore.
  14. Served as Member of the Regional Transport Authority, District Development Council, Govt. Social Welfare Institution in Mysore City and also Member of the Karnataka State SC and ST High Power Committee and also Member of State Integration Committee
  15. Was Chairman of the Board of Visitors, P.K.T.B. Hospital, Mysore. Served as General Secretary of Mysore District Bharath Sevadal Committee.Vice-President of the State Bharath Sevadal Committee.
  16. Was General Secretary of the Karnataka State Harijan Sevak Sangha. Was Vice-President of the Karnataka State Harijan Sevak Sangha.
    Was Chairman of the Karnataka State Tourism Development Corporation Ltd. from 1978 to 1980.

Social and Other Activities
  1. Was a Member of the Mysore University Senate for over 20 Years.
  2. Served as one of the members of the Affiliation Commission of the Mysore University.
  3. Was appointed by the University of Mysore Chairman of the committee to advise the University with regard to introduction of Tourism and Public Relations Course in the University.
  4. Served for more than 15 years in the Adult Education Movement as elected Member of the State Adult Education Council and its Executive Committee and also as Member of the State Advisory Committee of Primary Education.
  5. Was Member of Pre-University Board of Karnataka State and board of Appointments (Non-teaching) of the Bangalore University.
  6. Served as one of the Board of Governors of the Indian Institute of Management, Bangalore and also in its Personnel commmittee
  7. During 1987, participated in Commonwealth Parliamentary Conference held at Kualalampur (Malaysia) as an Indian Delegate and took active part in the deliberations of the Conference. Was also made as Chairman to one of the major Sub-Committees in the said Conference. Subsequently, under took study tours in Bangkok, Japan, Hongkong and Singapore.
  8. Elected to Karnataka Legislative Council for the 4th term as a Member of the Legislative Concil from the Local Authorities Constituency, Mysore district in 1988 with a thumping majority.
    Re-elected as Leader of the Congress (I) Legislature Party in , KLC and Accorded recognition as Leader of the Opposition, Karnataka Legislative Council, for the third time, in 1988.
  9. Nominated as one of the Board of Directors of Hindustan Fertilisers Corporation Ltd. by the Govt. of India in 1988.
  10. Was Member of the Karnataka Pradesh Congress Committee (I) Executive Committee.
    Nominated by the All India Congress Committee as one of the Members of the KPCC (I) Election Committee to select candidates for Parliament and Assembly Constituencies in the State during
    1989.                                                                                                                     
  11. Included as Minister for Fisheries & Ports from 6-12-1989 in the Congress Ministry headed by Sri Veerendra Patil and subsequently held the portfolios of Housing and Urban Development.
  12. Appointed as Leader of the Upper House (Karnataka Legislalive Council Again inducted as Minister for food and Civil Supplies in the ministry headed by Sri S.Bangarappa in November 1990 and continued as Leader of the Upper House (KLC)
  13. As the Minister for Food and Civil Supplies, he introduced many popular schemes like door delivery system for PDS items through mobile Vans for the benefit of the poorer society in the neglected areas.
  14. Appointed as Chairman, Karnataka Food and Civil Supplies corporation Ltd., Bangalore in 1991.
    Nominated by the AICC (I) as a Member of the KPCC (I) election Committee to select Congress (I) candidates for Lok Sabha 1991 elections from the Karnataka State.
